Here, a kayak at night is required to show "any of the combinations for
vessels under sail or an electric torch or lighted lantern showing a white
light and exhibited in time to prevent collision". Recreational vessels must
show an all-round white light while at anchor. I interpret that to mean that
a moving kayak does not show a continuous all round white light, appropriate
for anchored vessels, but shows a white light in time to prevent collision.
