Cited for "unsafe sailing" of a vessel that doesn't even have sails. Wha?!!

http://abcnews.go.com/US/story?id=3444500

No mechanical propulsion .... (maybe he just shoulder-bumped the sides
in the general direction he wanted to float). "Could face further charges."

Website of the non-sailor/designer/builder/artist www.dukeriley.info

Self-described as an "artist" and "patriot," 'who combines "populist
myths and reinvented historical obscurities with contemporary social
dilemmas."

I wonder if that could be used as a defense against charges for unsafe
operation of a marine vessel?

   One could inquire:

Did the perps have running lights?

Did the perps have an airhorn?

Did the perps have an antenna with radar reflector?

Did the perps have one pfd per perp?

Did the perps decorate their turtle craft with bright paint or
reflective tape?

Did the perps know that the civil war has been over for many years?

Will the perps be sent to Guantanamo Bay, Abu Ghraib, or Bulgaria?

Did the perps use a boat trailer, or just roll the turtle down Broadway?
