Thanks to all for the great ideas!
    Yes, it is a very thick Bungie that tends to gradually work loose.  No, I 
can't trim the ends back without securing them.  And yes, I think between all 
the suggestions I'll find something that works!

Here's another idea. West marine used to sell stainless steel clips or
wire bent into a triangle for making up custom length bungy cord with
hooks on the ends. If you can still get those clips I would use them to
clamp together the overlapped ends of the bungy cord. To protect the skirt
from the metal clips you can put on a piece of electrical heat shrink
tubing before doing the overlap connection and then squirt in some aqua
seal before heat shrinking the tubing around the overlap joint. I've not
done this on a spray skirt but I have done this to make a relatively
seamless connection to make loops of bungy cord to help hold on VPC hatch
covers.

This is the best solution yet.  Those clips are bombproof, and readily
available in various places, including feed stores, sailing shops and 
marine supply stores aside from West Marine.  They are usually called hog
