[Paddlewise] UK Paddling

A friend is working in the UK for a year. He recently bought a kayak  
while over there and found he, "has to have liability insurance to  
paddle it in certain places." I have not had a chance to chat with  
him about this yet and was curious if any UK paddlers could enlighten  
me on this subject.
