[Paddlewise] Foot Track systems and screw/bolt removals

How is a foot peg track typically attached?  On the
boat in question, it appears that there is a screw at
each end of the track.  The screw is visible on the
outside of the hull.  To remove the pedal from the
track, the screw must be backed out.  As things
currently stand, the screws act as a "stopper" at each
end of the track.

What are the consequences of removing this screw
temporarily?  Has any adhesive been put around the
screw during manufacturing?  What was done to create
"leak-proof-ness" at this fitting?
