I've always had good luck with contact cement, myself. On both plastic and
fiberglass boats it has stuck well; sometimes too well. I've never taken a
lot of care to create the perfect bond environment either. I just wipe down
the area with a clean, moint rag and let it dry. Then I use an el-cheapo
paintbrush to coat both surfaces with contact cement and let them dry.
Sometimes I do a second coat, sometimes I don't. After the coats are dry I
try to get them where I wanted them. This mostly succeeds more-or-less.
Because I use kayaks with sliding seats I have to upholster more of the
under-deck areas with foam than other boats so I've done this a lot.

There are several web pages on the internet devoted to customizing kayak
cockpits. Dave Kruger, who is trained as a chemist, probably can point you
to the "best" glue. :)
