The person they searched for - who likely had no idea that a search was started? The person who called? Then no one would call at all. This idea has surfaced over and over for 50 years at least and each time it has been shot down because no one wants to try to decide who would have to pay and deal with the consequences of people afraid to call for help. Besides, they have to train anyway. This at least gives them a random, realistically selected search scenario.
