Email without a subject line appears to be forwarded by the mailing list software without the addition of the Paddlewise tag. That's what happened for me with Mat's post and the post he was replying to. Some of the other delays are caused my the moderator only checking the moderator email once a day - or during storms/power outages every couple of days.
