Is the Coast Guard a bureaucracy? I'm guessing that if you rode a floating
log across a river bar the USCG would rule that as being a "vessel". If for
no other reason than such a ruling  would enhance their bureaucratic powers.
The question to me is whether the USCG (whcih, by the way, can already close
bars to boat traffic) would be willing to understand how kayaks can safely
play in waters that other vessels cannot.

Although, quite frankly, when the Colulmbia River Bar is closed no one would
want to go out and play in it.

Ok... maybe Doug Lloyd... but no one *sane*. :P
