If you watch the inflatable closely as it leaves the kayak, with the victim aboard, you can see it is towing the paddle float along with it. Ostensibly, the paddle was attached to it (or, maybe the paddler?). Subsequently, as he is handed off to the shoreside rescue folks, the paddle float is gone.
