The news story indicated the Coast Guard contacted the ferry. I believe the CG would have arranged the recovery of the kayak, as it would be a hazard to navigation otherwise. Or, if an empty boat is reported found, the CG tends to take the report seriously and go look for the occupant! I suspect he got the boat back, even if he lost the paddle.
