It works both ways though. It's incredibly expensive for me to take my 
phone into the States and to place calls. I don't know whether the 
excess charges come from Rogers or from the US providers.

Rogers does sell -- and I believe the major others (Bell Mobility, 
Telus and Fido) -- "Pay as you go" cards. But I'm not sure how one 
would apply that to a SIM card already in your phone. You would, I 
suspect, have to pay the "actuation fee", just as if you were a 
Canadian subscriber. I also suspect that you'd need a new SIM card 
(included with the activation fee, I believe) to keep things sorted 
out when you were in reach of both US and Canadian towers.
