When I was traveling arorund New England as a youth many years ago I had some car trouble and had to hitch hike into town for help. (No cell phones back then.) As it happened a Vermonter gave me a ride on his horse and buggy. It was a quiet trip as in those days Vermonters didn't talk much but every now and then he'd lift the horse's tail, stick his finger in and then rub his lips. After the fourth time I finally asked him why he did it. " Chapped lips." was all he'd say. When he did it one more time I asked him if that "stuff" cured chapped lips. "Nope!", he replied. He did it again a few miles later and I finally got up the nerve to ask him why, then, he did it. "Keeps ya from lickin' 'em!"
