The waves need to be steep enough to get on. Large swell with a large period may not have enough of an angle to ride. A 20' motorboat wake sized wave is enough to start riding. The wave off of a 40+ foot sport fishing boat is a blast. So maybe 2 foot to start with, from there it just gets better until you get scared... One of my friends saw 15 knots on his gps when he went straight down an 8 face that was starting to break.
