Weighing my hand with my shoulder supported (so I can't add weight to it with the shoulder) I get around one kilo. More than my .6 kilo paddle weighs but less than your 1.3 kilo paddle weighs. The major part of the distance I lift my hand is from the elbow hanging from the shoulder at my side as I lift half the paddle up out of the water to make the next stroke. I then lift my elbow as I push forward with the arm but the hand doesn't go much higher then. How are you determining the weight of your arm(s)? Deducting the paddle from the weight you are measuring out at the blade? Are you sure you haven't put some shoulder and body weight into that measurement? Maybe try it with something under your armpit supporting the shoulder so you can't use more than the weight you lifted when measuring.
 
Have you tried a lightweight paddle to see what your body tells you about the difference. If you have and your body likes the lightweight paddle better how do you think your body is fooling you about which paddle is the most work. Most folks who try my lightweight paddle don't want to give it back to me when the test is over. Every lightweight paddle I sold generated several more sales, often on the next business day after they tried a friend's lightweight paddle. How do you think all these folks are being decieved into thinking the lightweight paddle is less effort to use? Are we all just still using the "rental" kayak stroke and the l;ightweight paddle makes that easier?.
