Wisdom, huh? Best I can offer is experience.

If I want to make really sure 2 pieces of something stay together. I use 
Aquaseal. To coat a sprayskirt, Shoe Goo or similar will be fine. I also 
use the brush-on tool handle latex stuff for that.
