Everyone who steps into the water there is creating a potential missile or bludgeon that creates a risk for the people who are already there. By the logic of "not putting others at risk" once one person is out there, everyone else should wait until that person is done. Personally, I think this would be wise, but practically, I don't foresee it happening.
