This mass of seaweed and kelp looks to be floating loose. It would have been another matter if the long strands of kelp had been attached to the shore bottom. Years ago while rounding Point Gardner on Admirailty Island during high seas my bow plunged into and under a large mass of anchored Kelp. I was pounded for several minute while I broke the kelp apart with my bare hands. (The was the day I learned to carry a deck knife!)
