henderson "chimp" pump comes as a foot operated version with an internal
return spring. you push to pump water out, spring rebounds to suck water in.
mounts on your foward bulkhead. reasonably effective,  pumping out a fully
swamped boat is a lot of work. but you can do it while paddling along. never
had to use it for such other than rescue practice, but it is really nice to
be able to pump out the water that always leaks past skirt and accumulates
when rolling or surfing. 

i did modify a hand bilge pump from west marine once to do similiar. end
result was cheaper but not as effective, and much bulkier. was difficult to
find a non corroding spring to put inside.
