on our over nighters, we usually use a "burn can" for the tp. nothing more
than a coffee can with a lot of holes punched in it to let in lots of air,
so you can burn it in a contained area.

and as a side note, you have to be careful, as you ppoint out, the fire
danger. i'm on the local fire dept, and we had to respond to a tree fire
recently... it was [assumed] to be the result of a spark, lofting up to a
knothole in the tree, and smoldering. we pumped 2,000 gallons into the
tree [2 fire trucks worth], and thought it was out. the owner hooked up 2
garden hoses and ran them into two different holes, to ensure it wouldn't
re-light. these folks are not clueless either, as one of them is also on
the fire dept. the tree re-lit two days later...  you can't be careful
enough.
