        Sore muscles are caused by lactic acid build-up and, yes, more
paddling as facitiously suggested by Chuck Holst is a long-term solution in
as much as physical conditioning increases the muscle's capacity to manage
lactic acid build-up. Adequate intake of liquids aids the muscles in
dispersing lactic acid and, along with physical conditioning, helps keep the
muscles from getting sore in the first place. 

        Once the muscles are sore, however, there's a few things that help.
There are active and passive forms of clearing of the lactic acid. The
passive methods include hot packs, hot tubs, warm baths which increase
circulation and aid the blood to carry off and metabolize the lactic acid.
More active approaches include massage and mild, relaxing movement like
walking --or in the case of upper body stiffness, stretching exercises. 

        Aspirin seems to help a bit. Aspirin is an anti-inflammatory.
Naprosin  such as Alleve is, I believe, anti-inflammatory. Acetominaphen
like Advil is NOT anti-inflammatory but will work to relieve pain. 

        But I like the idea of paddling more!

Developing good technique and learning to stick with it even when you
get tired will help -- it'll more evenly distribute the work across
different muscles.

Nothing beats proper conditioning! Though, as an avid martial arts buff
(aikido), I make use of Advil. At the dojo, we call it "aiki-candy".

I have found that stretching exercises before paddling help reduce the
aftereffects.  I found the exercises I use in "Stretching" by B. Anderson.
I do whole body not just upper body stretching.  The other solution I use
is a good old Finnish Sauna.  Heat and a dip into cold water works wonders
for me.

with quinine.

Thanks to everybody who wrote and shared various info.   I paddle almost every day in bog surf.  Take massage, hot baths, stretch, and do everything.  I find aspirin most helpful.
