Each airlplane has a certificated Gross takeoff weight and landing weight
(usually different).  In Alaska, the published weights are allowed 10%
extra.

The pilot is reponsible for the loading of the airplane... most don't want
to fly with an overloaded airplane... It also happens to be against Fed.
Regulations.  The Feds can and sometimes do make "ramp checks, but they
usually dont get involved unless there is an accident.
