I am not sure it is "small" or even large  either but P.S. Jackson has done
some work on this and (if I recall correctly) he claims a propulsive
efficiency  of 0.86 for the flat blade drag style of paddle and 0.92 for
the wing. That may be enough to produce the "concrete" feel in a lifting
blade. Does the Greenland paddle and stroke produce as much as the wing?

In any case, if 1.00 is 100% efficiency then the 6% difference amy be all
you ahve to workl with since 100% efficiency is a dream at this point.

One can draw ones own own conclusions about what is "small" and "large" .
