I must dissagree.
Manditory evacuation is to limit liability of the government.

When there is a manditory evac, only two types of people will stay;

1. Idiots who don't know what is happening and will not listen.
   In this case the manditory evac gives the government a strong
   legal defense in case any survivors sue.

2. People who are exceptionally knowledgeable and prepared and who don't
   need the advise of the government in the first place. These people
   aren't going to sue anyway.

Just look at how many people stayed in the Keys.
Also ask those who did, how many will do it again.

Key west was lucky, if the storm had been stronger, or had gone a bit more
west, people (maybe lots of people) would have died.

BTW Does anyone have good numbers as to how long it would take to
completely
evacuate Key West? I would guess 2 days or more.
