I need to add [nylon-backed] velcro to a nylon spray skirt at a spot
that I cannot sew through (in vicinity of a bolt rope).  Is Aquaseal the
cement of choice?  Any tips?  Should I use that Cotol stuff too?

I used Seam Grip to re-attach velcro to a pocket flap of my goretex jacket.
That was last year & it is still quite secure.
