I think the key is to rig the bungies/webbing/whatever in such a way that
you can remove them easily if not in use.  That way they're not in the way
to inhibit entry or exit.

For example, D-rings on their own aren't a big entrapment problem.  If you
use hooks on bungies, they are easy to unhook and remove when not in use.
For various purposes, I use bungies that I make from 1/4 in. bungie cord I
buy by the metre.  I also get little plastic hooks at the same place (Mountain
Equipment Coop) that clip onto the cut end of the bungie.  I get exactly the
length I want with a secure, inline hook that is made to attach to stuff like D-rings.
This would be hard to thread through the tubes that one contributor to this thread
mentioned unless the tubes were over 1/2 in diameter.

For webbing, I usually use a tri-glide to attach the webbing to a D-ring.  I thread
the webbing through the tri-glide, make a loop through the D then rethread the
webbing back through the tri-glide.  This makes a secure, slightly adjustable
attachment.  For quick attachment of the webbing to the article I'm carrying,
and for greater adjustability, I usually use a Fastex buckle in the middle of the
webbing.  This arrangement is easily removed when not in use.

I fully agree that leaving lines of various types hanging loose in the cockpit
is asking for trouble.
