Depends to a degree on what you want -- are you planning on carrying a 
potload of boats or just two or so? If the latter. there are plenty of
options. My trailer, which currently carries two boats, but is going to
be modified to carry four, started as a 1972 sears catalogue utility
trailer, which I bought used, twenty years later, for fifty bucks. A few
bucks spent at the local welding shop added an eight-foot extention to the
tongue, which made it big enough to carry sea kayaks. The kayaks ride on
bunks I built out of two by fours and carpeting. The most recent addition
to the trailer is a top, so gear can be secured inside while the boats
are off. The whole rig works great; I've probably got $150 in it, a few
bucks here, a few bucks there.
