If you have two files to download, the easiest way is to .zip them together,
make a self-extracting .zip file and then create a <a href="/vroot or
folder/file.exe">.  This way, when clicked, the user is given the option of
downloading the .exe or executing it and having it unzip the files right to
their harddrive (eliminating one step).

I'm looking forward to trying this out.
