Selective Availability was addressed by a Presidential Directive in 1996. The intent is to have the DOD shut SA off "within 10 years". There is no firm date of the shutdown and it is dependant upon a number of things. Among them is getting international agreement to use a third frequency in the new generation satellites as well as assuring the DOD has secured the "P" code properly. I'm sure in the wake of the last weeks Congressional review of "security" that there are some new concerns. In any event the Govt would really like to see SA go away and they make it uncomfortable for the DOD to justify their budget demands every year. The Federal Radio Navigation Plan should have been published this year with these details. It is at least 6 months late. Until then, it is tough to figure out a date when SA will truely go away. With todays receivers, accuracy of a bit better than 15 meters can be expected when SA gets shut off. Also, you will have dependable speed info to about .1kt.
