Mary,

I am familiar with your organization, I keep meaning to buy a membership
(it's much more cost effective than paying the daily campsite fees), but
haven't done it yet. I am confident that some type of arrangement could be
reached on Orcas,
either with Charlie & Lynn Meyer of Friday Harbor (they own the Orcas gas
dock) or possibly with the Dolphin Bay Marina. I'd expect that the cost
would be a capital investment in the $5,000-$20,000 range along with some
type of fees after that. Possibly with the right set up, we could then have
a discounted rate for water trails permit holders. I've heard through the
rumor mill, that the Meyers are just trying to get a more reasonable split
on the cost of dock maintenance, especially from the other businesses, such
as the restaurants, stores, and the hotel, that have, in essence, had free
use of the dock, and that kayakers are to some extent, just a casualty of
this battle. I'd be up for meeting to discuss this further. Let
me know your thoughts and schedule.

Our whole focus is trail building for folks in human powered water
craft and water access.  We are building the Cascadia Marine Trail
which includes many sites in the San Juan's.  This is news about the
Orcas gas dock - and bad news at that.
The Shaw property was never owned by the state, but a private land
owner who sold the property to the anti-kayak interests on Shaw
(where the present head of San Juan County Parks lives - FYI).

Having worked for 2 years with the state ferries on the the issues
you raised, I found that they do not own much if any of the land
where their docks are.  They lease it and launching there does not
work.  But they did build in special facilities for the new
Anacortes terminal for folks walking on with boats, and the new
terminal at Lopez had some possibilities last time I checked.

In short there is no easy solution but I would like to talk and
possibly meet with you about this issue and see what the
possibilities are.  We have a brochure going to press in the next
couple months showing access for human powered craft in Puget Sound/
San Juans and it sounds like you also have some current info. for
that.
