I deal with Canada Trust in Canada, but I can use any bank machine around the world that has the Cirrus logo on it, they have agreements between the banks. Back when I lived in Chicago (2 years ago) I used Harris bank and I could use their bank card at machines in Canada to take out money. If his father has a US bank account he can arrange to give the kid a card and let him take out money while he is in Quebec.
