[Paddlewise] Kayak Cart Wheels

I have been trying to find an inexpensive source for wheels to use on kayak
carts. My first choice would be plastic rims with pneumatic wheelbarrow
tires. The wheelbarrow tires would roll easily on both rough terrain and
soft sand. The plastic rims would eliminate any concern about rusting in
salt water. For the sake of simplicity, I would like the plastic hub to
mount on aluminum tubing without using any bearings.

I have looked around quite a bit but haven't been able to find anything that
meets my basic specifications except from cart manufacturers. For the price
they quoted for a pair of wheels, I could almost pay for the cart. I've been
unable to even find anything suitable at hardware or discount stores. Their
pneumatic tires I've found are all on steel rims. Today while looking in one
of the big discount stores, I noticed some hand truck wheels priced at $34
each. Around the corner was a hand truck  using two of the very same wheels.
The hand truck was priced at $29.

Any ideas?
