I have some truckers' rubbery bungie material (black and about 3/8" thick) 
with hooks that are moveable. I've had them for 5 or more years, with no 
stretching or degradation. Got them at a sports rack place in Sacrament (The 
Sports Rack, which I believe now has a website), but they don't carry them 
any more and I can't find them elsewhere. I got the idea from Kate McClain of 
Blue Waters Kayaking (Marin County, California).

    You can certainly find them at truck stops, e.g. Petro.
On the other hand, you'd be amazed at how many of those truckers' bungees I
see lying on or beside the road around here in NJ (lotsa trucks).   They do
not last.  Mostly, they're broken where the rubber wraps around the
hook.....    I think the truckers probably overkill the use of them so if
one comes off it won't matter much.

My experience is finding them broken about 6" from the hook. I can
always use another S-hook. I don't think the truckers use them to fasten
loads to the truck as much as to tie down the tarp over the load, at a
rate of 1 bungie/4 feet or so.

My boats are fastened to the rack with NRS straps or 4mm accessory cord.

You have to go to a real hardware store, or even better, something like a
farm supply store -- something like Quality Farm and Fleet, in this neck of
the woods.

Thank you, thank you, for your thoughts on big black stretchies. We've used 
them for years, along with a front-tie webbing, and haven't come close to any 
scarey episodes.
