Selective availability *may* be turned off sometime in the next six   years,
but don't hold your breath. The US government is supposed to review SA
status annually starting next year. It is supposed to be turned off by   2006,
but who knows what may happen before then?

I don't know of any DGPS units suitable for kayaking. Units such as the
Garmin 12XL and 12CX are not themselves DGPS units, though I think they   are
differential-ready.
