In 1996 a Presidential Directive was signed calling for the elimination of S/A within 10 years (2006). Indicators are that we will see it shut off before then but certainly not within the next year. The DOD is in control of this issue but given the PDD they are now required to grovel in front of Congress every year come budget time. It is not a comfortable thing for the Air Force/DOD. One issue keeping S/A on is the (increased) securing of the "P" code which is the military-secure system. For now (S/A on), you may see up to 100 meters of random error on GPS unless you use Differential. For the most part you see the system perform to within 15 meters today but just be aware that there may be some further error.
