I have had this problem also. I talked to my dealer, he had no clue to to 
remedy it and his rental gear was hideously mildewed. Perception says not to 
pull the plug, because they install it under a gabillion psi and no one will 
be able to get the plug unit back in.
    I found a way. I unscrew the valve as open as possible, then I simply pull 
off the valve cover. It snaps off and can be easily pressed back on and 
rescrewed tight.
    For cleaning the inside, I take the bag and place in a sink, holding the 
"divorced" valve under a slow stream of hot water, slowly filling the bag 
about 1/4 full. Then I slowly pour in a mild liquid cleaner, put the valve 
screwcap back on, tighten and then shake it violently. I rub the clear hose 
insides against itself (pinching and rolling) until the dark mildew has worked 
itself free.
Let it sit for a while. 
TO empty, simply open the valve, squeeze the bag  and blast it into the sink.
I would advise rinsing out excess soap, and allow to hang open to drain 
overnight.

THis works great, I passed it on the the dealers and Perception rep, who now 
recommend it to anyone who asks.
Note: I have been doing this for 4 years now, with no adverse wear on the 
screw cap. -
