We've gone out for full moon summer paddles but we usually carry a strobe, flares, headlamp etc.etc. I feel relatively safe in Howe Sound ( where we live ) on full moons due little boat traffic. Conditions on boundary bay last nite were calm with water temps _at_ 7 to 8 deg. C. If the pfd's were found, I assume they weren't wearing them!! Another assumption would be no wet suits. Were they out just for a nice paddle or were there other motives.......... I'll pass on any more info I receive.
