SOLAS Reflective tape can be purchased from West Marine at one of their 
stores or from their catalogue or over the net at:

When applying it to anything, including your paddle, be sure and clean the 
surface with alcohol to get rid of anything that would keep it from 
sticking.  If you want to put it on nylon, I have used Aqua Seal, which 
worked great.

Acetone will not touch **fully cured** epoxy -- only the uncured stuff. 
Acetone will not damage gel coat or paddle blades.  I have used it extensively
on both.  Acetone is one of the "approved" solvents (by the resin people) for
cleaning epoxy or polyester surfaces before laying on another layer.  If you
use it for that, Robert, make sure it is not "recycled" or "reclaimed" stuff,
because it is common to reclaim it in industrial applications, and the
reclamation process sometimes leaves tiny amounts of residual oils (etc.) in
it, which can leave a residue.

OTOH, it is not good to douse yourself in it -- use nitrile (not latex) gloves
and handle in a well ventilated area.

Acetone will solubilize *uncured* epoxy resin (but it should never be used
to remove uncured epoxy from one's hands, as it will dissolve the epoxy
_into_ the skin).  Once epoxy is cured with the hardener, acetone will not
dissolve it.  Ditto for cured gelcoat.  It's best to use acetone outside,
though.  And with rubber gloves, as acetone will also remove lipids from
the skin.

Back to the issue of attaching retroreflective tape to PFDs: most SOLAS grade tape includes a recommendation that, for application on clothing or flotation devices, the user should peel off the backing on the tape and coat the adhesive with contact cement, and put a coat of contact cement on the area on the cloth where the tape will be located, as well.  Best to do this twice.  From practical experience on equipment used in open sea experiments --- as well as on my own first PFD ---, the procedure works very well.  Might even work on the back of cycling gloves.
