I find this a valuable feature; having secure storage that is accessible without popping the skirt. I am also starting to use a seasock occassionly and this blocks access to any storgage beside or behind the seat, so on-deck storage is good. I haven't tried putting a chart bag on top of it (it mounts far enough ahead on my deck that my chart case sits in front of it, slightly over lapping my skirt), but it has D rings at all four corners, so you could try it; of course you'd have to unclip the chart case from two nearest D rings to access the top-mounted dryzip. Minor disclaimer: the outdoor company I work for sells these units (but so do many other retailers). I get no direct benifit from their sales (I.E. no commission).
