  Not mechanically fastened to a surface, but is rather "free-floating" and
only attached to the bungie?

  Basically allows you to easily manage the size of the bungie loop?

As for your generous offer to purchase and mail some olive cleats - by the
time the freight from Australia to Alaska was calculated in I think they'd
be about $10.00 US apiece!!  Thanks, but I'll just have to wait to see an
olive cleat in the flesh when I take a trip to New Zealand or Australia.
