[Paddlewise] Deck bags?

I saw a couple of items in the Globetrotter catalogue 
(http://www.globetrotter.de) described as 'deck bag' or 'bow bag' (p. 364 
in the printed version). 

Any opinions of their usefullness and prcticalty (sp?)
