 The way to check it;
   1.  Disconnect the rudder cable at the foot controls and at the rudder 
assembly.
   2.  Move the rudder through the full range of motion.  If rudder moves 
freely, move on to three. 
   3.  Check travel and action of foot controls.  If foot controls and rudder 
move freely, the problem is in the cable/housing.
   4.  Pull cable back and forth in cable housing.  Does the cable bind?  If 
cable is binding, it may be due to accumulation of rust, salt or sand, or a 
damaged cable or housing.
