Jim,

If I am calculating correctly you need to generate $230 for 500 or $260 for
1000.  There will be some additional costs for postage and handling.  Maybe
the solution is to look for some PW members who will volunteer to kick in a
few bucks to make it work.  15 of us at $20 receiving say 30 decals each
could make it happen and leave 550 decals to be sold for a buck each.
