It sounds like a Suunto tactical compass used for dinghy racing. Flush mount, floating-card. The opposing red and green sectors are used to calculate tacking angles. I looked on the www.suunto.com/ page, but didn't see it there. Westmarine has a Ritchie tactical compass, albeit with a hemispherical rather than a flat card. It's similar to their kayaker model, in fact. Will post if I succeed in finding the flat one.
