Since they are not considered boats they fall into another ( poorly defined) arena. The PWC manufactures have a very powerful lobby. Many cities and wildlife areas in the country have tried in various ways to prohibit them and have lost badly in court. Attempts to restrict their use has been a tiny bit more effective.
