I didn't say there was. however once a person is certified to dive, he may
do as his/her conscience dictates. Same with drivers. Licensing will not
make more considerate paddlers. Now maybe if you are talking about PWC
that's another matter. Since they are not considered boats they fall into
another ( poorly defined) arena. The PWC manufactures have a very powerful
lobby. Many cities and wildlife areas in the country have tried in various
ways to prohibit them and have lost badly in court. Attempts to restrict
their use has been a tiny bit more effective. So don't be naive to think
that by encouraging licensing you will clean up our waterways.
