Lots of rental facilities in the Netherlands, lots of (easy) water too, in some very nice areas. The 'stock' will be mostly polyethylene I think though. But, no rental places for sea touring, except perhaps under guidance, from a kayak school/firm on the island Texel perhaps? >From my point of view (as someone who has worked for the coast guard on that waters, but is not a kayaker) paddling on our coastal waters can be much too dangerous. You'll have to be pretty dedicated with all the right skills & gear and preferably with the right group, to do that safely. If necessary, contacting via our 'kanomail' mailinglist, could provide an outcome for that.
