Alan, I have never had a problem getting closed-cell foam to stick to my plastic kayaks with contact cement from a hardware store. Just make sure the plastic is clean and roughed up with some sandpaper. Also, follow the cement directions. I haven't tried cementing D-rings, and they may be another story.
