Agua Azul on the corner of Curlew and (Old?) 19 in Clearwater (at the foot of the bridge that goes out to Honeymoon Island State Park) if you want to do some saltwater paddling. Paddling around Caldesi Island just south of Honeymoon Island is nice. If you want to do some fresh water paddling there is Canoe Escape near the Hillsborough River in northeast Tampa across the street from the big flea market. Sorry I don't know the street name. Hillsborough River State Park rents canoes. I don't know Canoe Escape's policy, I've purchased stuff there but never rented from them.
