When the federal government proposed the tax it was successfully opposed by the very large southeastern paddling club. I believe it is out of Tennessee, but NOC could certainly tell you. For my family, we have six canoes and two kayaks. My argument against the federal proposal was that it would be like making fisherman and hunters pay for their licenses based on the number of rods or guns they own. Even worse, it made it very hard on a family activity. My wife thought it would be more fair, as a compromise, to have a peddler's license. Again, analogous to hunting and fisherman.
