For normal (if there is such a thing) kayaks I agree on the tunnel under the PFD, but have seen pictures of folks paddling (may have been Derek Hutchinson or other British kayaker) with it over their PFD and the last time that I went to purchase a new skirt there was one make (British I think) with a giant pocket on the inside front of the tunnel. I could see no way of putting anything of much size into, let alone filling it up and then putting under my PFD. When I asked the owner of the shop she commented that it was intended to be worn over the PFD. Interesting. I look forward to others weighing in on the subject.
